Rental Agreement for Blaine County Fairgrounds

Oklahoma State University as the State land-grant college offers on-going educational programs aimed at improving the quality of rural life. The county cooperative extension office is the local door to these programs. Information is available through the county extension office on new developments and improvements in agricultural practices and management, local government, small business and community development, family resource management, and youth programs. County extension agents and cooperative extension area and state specialists are available to assist rural residents, businesses, and local governments through direct consultations, demonstrations, short courses, meetings, and mass media. Information is also provided thorugh publications under the general titles OSU Extension Facts, Current Reports and Oklahoma 4-H Volunteer.


Under the general management of the county extension director, farmers, community leaders, homemakers, and youth are provided access to educational resources in the following areas:
Agriculture - Crop and livestock production and management; pest management, marketing systems, natural resource management, and farm safety.
Rural Development - Community and economic development, business development, management and leadership programs, community infrastructure and services such as fire protection, solid waste management, transportation, etc., and public official education and assistance programs.
Home Economics - Human nutrition and food safety, health and wellness, parenting education, individual family financial management, stress and resource management, and family and community leadership programs
4H/Youth - Leadership and citizenship programs and technical skills development of youth in agriculture, home economics, health, science, and conservation.

The Oklahoma Cooperative Extension Service is tied to the United States Department of Agriculture. Federal state laws provide for funding personnel and programs through a cooperative agreement within USDA, Oklahoma State University, state government, and county government. Counties benefit from this partnership. The majority of the cooperative extension professionals and staff are assigned to counties.

Program development starts withlocal input. Every county has a Program Planning Advisory Council (PPAC) made up of local residents appointed by the county extension director. Representatives from the county council serve on a district Council. Representatives from the district council are appointed to a state council, thereby allowing equal input from every region of the State.

Rental Agreement for Blaine County Fairgrounds

The rules and regulations governing the use of the Blaine County Fairgrounds Buildings and all other Fairground facilities are established by the Blaine county Fair Board, OSU Extension Office (Basement Courthouse) representing the Blaine County Fair Board, will act as Lesser.

Rental Fees and Deposits

Building Deposits and Rental Fees listed below (paid by cash, money order/cashier check) shall be paid to Lesser prior to use of the building and deposit will be returned when the terms of this agreement are satisfactorily met.  Building deposit(s) apply to all groups and individuals.

Rental fees (cash, money order/cashier check) are usually restricted to commercial and private events or non-county sponsored events, although the Fair Board reserves the right to make the final decisions as to which event(s) qualify for free use of the facilities.

CHECK OUT PROCEDURE

Lessee will be issued a key and will be responsible for the building, its contents and the fairgrounds areas while in the Lessee's possession.  The Lessee will also be responsible for checking the building after use, and returning the key to the OSU Extension Office the next day.

Rules and Regulations Governing Use of the Building(s) as Established by the Blaine County Fair Board are:

1. Staples, nails, tacks, tape or paint are not permitted in ceilings or on walls.
2. Public dancing is not permitted in the Foley Building.
3. Beer, wine, alcoholic beverages or illegal drugs are not permitted in buildings or on premises.
4. No gambling is permitted in buildings or on premises.
5. Weapons or explosives are not permitted in buildings or on premises.
6. Only one(1) group or individual will be allowed to use each building, at one time.
7. Dogs or other animals are not permitted inside Foley and Commercial buildings, except Seeing Eye Dogs.
8. All fixtures, equipment and furniture must be put back in place, which includes tables and chairs stacked on carts.
9. No equipment shall be removed from the fairground's property.
10. Grease will be disposed of by putting in container and placing in large garbage container outside building.  Do not pour down floor drains or sinks.
